Golf Software for Game Improvement Review | Golf Links | Books | Download | Ordering Info Golf Handicap Index The USGA (United States Golf Association), RCGA and others have invested heavily over many years to develop a standard format (golf Handicap Index) by which golfers of varying abilities can compete in golf tournament play. Although these organizations do not issue Handicap Indexes directly, they develop the rules for handicaps issued by golf clubs and authorized amateur golf associations since 1912. The most recent change to the USGA Handicap System formula was modification to the method for combining nine-hole scores. Other changes have been made to the handicap process. by golf clubs which follow all of the procedures established in the local
Handicap System. Golfers must get handicaps through clubs in order to assure
fairness through "peer review" that assures reliability of the Handicap System.
